He faces two charges: indecent solicitation of a minor and disseminating indecent material to a minor. After processing at the Lincoln Woods Barracks, Lallier was handed directly to federal law enforcement — a detail that signals the feds were already involved and this case goes deeper than a single arrest. The official RI State Police press release confirms the FBI and Naval Criminal Investigative Service (NCIS) were part of the operation.

Three More Arrests Throughout the Day
The operation didn’t stop with Lallier. Rhode Island State Police’s Special Victims Unit, backed by the Major Crimes Unit, Gaming Enforcement Unit, Tactical Team, FBI, and NCIS, kept going:
- 6:00 PM — Joshua Lincoln, 27, of North Providence: Charged with indecent solicitation of a minor and disseminating indecent material to a minor. Lincoln bolted from his home when police arrived, leading to a brief foot pursuit before officers caught him. He was arraigned and released.
- 9:00 PM — Jacob Palazzo, 26, of Cranston: Arrested at Bally’s Twin River Casino on indecent solicitation of a minor charges. Arraigned and released.
- 9:00 PM — Franco Miccoli, 60, of Johnston: Also arrested at Twin River Casino, charged with procurement of sexual contact for a fee. Arraigned and released.

Multi-Agency Operation — With Federal Teeth
What makes this sweep notable isn’t just the four arrests in one day — it’s the agency lineup. Rhode Island State Police don’t call in the FBI and NCIS for routine local cases. The fact that Lallier was specifically transferred to federal custody after processing suggests charges at the federal level are either already filed or coming. Federal child exploitation charges carry substantially heavier sentences than state equivalents.
The involvement of the Naval Criminal Investigative Service (NCIS) is also an unusual detail. NCIS typically handles crimes involving active military personnel or DoD civilians. Whether one of the suspects has military ties, or whether NCIS was assisting in a broader joint task force operation, hasn’t been publicly explained.

Rehoboth sits right on the Rhode Island border, sandwiched between Providence and the SouthCoast.
